MOSIP provides an open-source foundation for national identity systems, but open-source software does not eliminate implementation costs. Integrators still need to configure workflows, connect government databases, deploy infrastructure, train personnel, and adapt the platform to Sri Lanka's legal and administrative requirements.

The Project Management Committee has communicated the ongoing evaluations to India. Meanwhile, the Indian High Commission has characterized the remaining requirements as procedural and indicated that an official announcement is approaching. India previously handed over ₹450 million for SL-UDI, while the bid window for the India-funded MSI tender was also formally extended.

The financing picture is somewhat layered. The Information and Communication Technology Agency has listed the Ministry of Digital Economy program with a 2021 to 2026 duration, an estimated cost of Rs. 14,000 million, and 20% physical progress as of September 30, 2025. Sri Lankan officials have separately placed the broader project at approximately Rs. 20 billion, including Rs. 5.5 billion already invested by the Department of Registrar of Persons and an expected Rs. 4.5 billion government contribution.

Why did the bids run so far beyond the grant? Detailed commercial proposals have not been released, but the scope extends well beyond a basic identity database. Biometric hardware, data-center equipment, nationwide enrolment capacity, software customization, integration work, and deployment support can raise both capital and delivery costs.

That potential remains.
